今日上午10时，《取消外国公文书认证要求的公约》在中国生效暨附加证明书首发仪式在京举行。我省首批附加证明书也于该仪式后在贵州省外事办签发，标志着跨境文书流转成本降低，服务也更加快捷。
At 10:00 this morning, the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents came into effect in China and the ceremony for the issuance of the first Apostille was held in Beijing. The first batch of Apostilles in Guizhou province was also issued in Foreign Affairs Office of Guizhou Province this very morning after the ceremony, marking cost reduction and faster service in future cross-border document circulation.

2023年3月8日，中国加入《取消外国公文书认证要求的公约》（Convention Abolishing the Requirement of Legalisation for Foreign Public Documents，下称《公约》）。2023年11月7日，《公约》在中国生效实施。此后，中国同《公约》缔约国之间公文书跨境流转不再经过传统的“外交部门认证+使领馆认证”的“双认证”程序，而是在《公约》框架下启用基于“附加证明书”（Apostille）的一步式证明新模式，这将大幅节省中外公民和企业的办证时间和经济成本。
On March 8, 2023, China joined the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents (hereinafter referred to as the Convention). On November 7, 2023, the Convention came into effect in China. Afterwards, the cross-border circulation of official documents between China and the contracting countries to the Convention no longer went through the traditional "Dual Authentication" process of "Diplomatic Department Authentication + Embassy and Consulate Authentication". Instead, a new one-step authentication model based on "Apostille" was introduced within the framework of the Convention, which will greatly save the certification time and economic costs for Chinese and foreign citizens and enterprises.

仪式上，首批附加证明书领取代表表示：“（以前）大部分的时间，我不是在办签证，就是在办签证的路上，办一次签证的时间通常在20-30天，在《公约》的附加证明书出来后，一次证明只需要2-4个工作日，这对我们来说便利很多，对企业的帮助在各方各面都有提升，非常感谢外交部和贵州省外事办能把这件事情落实到位。”
At the ceremony, the representative who received one of the first batch of Apostilles stated, "Most of the time, I was either applying for a visa or on the way to it, and the time for receiving a visa was usually 20 to 30 days. Now, with Apostille taking effect in China, it only takes 2 to 4 working days for one time, which is much more convenient for us. The assistance to the enterprise has been improved in all aspects. We are very grateful to the Ministry of Foreign Affairs and the Foreign Affairs Office of Guizhou Province for their efforts.
不仅办证时间大幅缩短，费用也从数百元降低至50-100元，使得我省营商环境进一步优化，极大促进了对外经贸合作。
The Convention not only has significantly shorten the certification process, but the cost has also been reduced from hundreds of yuan to 50 to 100 yuan, further optimizing the business environment in Guizhou province and greatly promoting international economic and trade cooperation.
